Sometimes the right answer is to contain and manage risk rather than remove it immediately. A risk-based remedy, institutional control, or engineered barrier may be appropriate where redevelopment needs to proceed on schedule. In other cases, early source removal or focused groundwater delineation can reduce long-term cost and improve negotiating leverage. It depends on the site, the business objective, and the regulatory options available.
