A Site Intelligence and Decision Support Platform
Every property acquisition, development project, or construction program begins with uncertainty. Whether you're a developer evaluating a new property, a lender financing the project, an insurer underwriting construction risk, or a contractor preparing to mobilize, the questions are remarkably similar:
What risks exist?
How significant are they?
Can they be managed?
And are we making informed decisions based on the information available today?
Sometimes, those risks stem from legacy environmental contamination. Other times, they involve shallow groundwater and its impact on excavation. Issues with unsuitable fill, expansive soils, settlement, seismic hazards, vapor intrusion, flooding, or other environmental and geotechnical conditions may also come into play. These factors have the potential to influence project cost, schedule, constructability, or long-term performance.
The challenge isn't that these risks are unknowable; it's that they are often communicated through hundreds of pages of technical reports, drawings, laboratory data, and engineering recommendations that must ultimately be translated into business decisions. That translation is often where uncertainty lives.
A Communication Challenge, Not an Engineering Problem
Over the past several decades, scientists and engineers have become remarkably effective at identifying and characterizing environmental and geotechnical risk. Today's Phase I and Phase II Environmental Site Assessments, geotechnical investigations, hydrogeologic studies, and construction documents are more comprehensive than ever before. They provide detailed analyses, identify potential hazards, recommend mitigation measures, and document the engineering assumptions necessary to move projects forward.
The challenge lies in communicating that work to people who must make decisions about financing, acquisition, underwriting, construction, or investment. A geotechnical report may span 300 pages. A Phase II investigation may include dozens of analytical tables, boring logs, groundwater contour maps, laboratory reports, and regulatory correspondence.
To a technical professional, those documents tell a clear story. To many decision-makers, they raise a more fundamental question:
"What does all of this actually mean for my project?"
Beyond Hazard Identification
One of the most interesting observations we've made is that many technical disciplines naturally communicate hazards, while decision-makers are ultimately trying to understand risk. Those are not the same thing.
Consider a Phase I Environmental Site Assessment. A property may contain one or more Recognized Environmental Conditions (RECs). Within our industry, identifying a REC is an important and appropriate conclusion because it signals that additional evaluation may be warranted. Outside the environmental profession, however, the term REC is sometimes interpreted much more simply:
REC = Bad Property
In reality, the picture is often far more nuanced. A REC may represent a significant liability requiring extensive investigation and remediation. Or it may represent a condition that is already well understood, has been thoroughly investigated, presents limited potential for exposure under the proposed use, or can be managed through institutional controls or well-established engineering or regulatory processes.
The existence of a REC alone does not necessarily determine whether a project is or isn’t financially viable.
The same principle applies to geotechnical engineering. A site may present expansive soils, shallow groundwater, highly compressible deposits, undocumented fill, or challenging seismic conditions. Viewed in isolation, those hazards may appear significant. But if those conditions have been comprehensively characterized, appropriately incorporated into the design, and supported by robust construction quality assurance and observation, the resulting project risk may be substantially lower than the inherent hazards alone would suggest.
Conversely, relatively ordinary subsurface conditions may create elevated project risk when site investigations are incomplete, design assumptions remain uncertain, construction controls are poorly defined, or responsibility for mitigation is unclear.
Hazards describe what exists; while risk reflects what those conditions actually mean for the project after uncertainty, mitigation, and engineering controls are considered.
At CORE Environmental, LLC, we believe that distinction deserves greater emphasis in the way technical information is communicated.
A Different Way to Think About Risk
When we started CORE Environmental, LLC, we began asking a simple question:
What if environmental and geotechnical risk could be communicated with the same clarity, consistency, and transparency that financial organizations use to communicate investment risk?
Not by replacing scientific or engineering judgment, but by organizing it.
The result is CORE Insight™ – our internal site intelligence and decision-support framework that will now be incorporated into our environmental and geotechnical consulting services.

CORE Insight™ is designed to help answer four questions:
What hazards or environmental conditions exist?
How significant are they, and how well are they understood?
What measures have been implemented or proposed to reduce those risks?
What level of residual risk remains after those measures are considered?
The framework recognizes an important distinction that traditional qualitative reviews often struggle to communicate:
Hazard and risk are not the same thing.
A site may present challenging environmental or geotechnical conditions while still representing an acceptable project risk because those hazards have been appropriately investigated, engineered, and managed. Likewise, a relatively straightforward site can become a significant project risk when uncertainty remains high or mitigation planning is incomplete. Understanding that difference is essential.
From Reports to Decision Intelligence
CORE Insight™ does not attempt to replace scientific and engineering reports. In fact, it depends on them. The platform is intended to synthesize technical information into a structured assessment that is easier to communicate across multidisciplinary project teams.
Rather than asking decision-makers to infer relative importance from hundreds of pages of documentation, the framework evaluates factors such as:
Environmental conditions and regulatory considerations
Subsurface and geotechnical hazards
Investigation completeness and confidence
Design maturity
Mitigation effectiveness
Construction quality assurance
Monitoring strategies
Residual project risk

The objective is not simply to generate a score. It is to create a transparent explanation of why that score exists and which factors influence it most. In doing so, technical findings become more actionable for both engineers and non-technical stakeholders.

CORE Insight™ is a site intelligence and decision-support framework developed by CORE Environmental, LLC. The platform combines professional judgment with structured quantitative methodologies to help evaluate environmental and geotechnical risk in a consistent, transparent, and actionable manner.
Initial applications include independent geotechnical risk reviews and environmental due diligence evaluations, with the framework designed to expand over time into construction-phase risk management, portfolio benchmarking, and integrated site risk intelligence.
How CORE Insight™ Will Be Used
CORE Insight™ is not currently being released as a standalone software platform or self-service scoring tool. Instead, it serves as the analytical framework behind CORE’s environmental and geotechnical risk advisory services.
When clients engage CORE to review a Phase I or Phase II Environmental Site Assessment, a geotechnical investigation, construction documents, or other site-related technical information, our team applies the CORE Insight™ framework as part of our evaluation. The result is a structured assessment that combines professional judgment with a consistent methodology to help communicate site risks, identify areas of uncertainty, evaluate mitigation strategies, and support more informed decision-making.
In other words, our clients receive the benefit of the framework without having to become experts in the methodology itself.
As the platform continues to mature, we anticipate expanding its capabilities and exploring additional applications. While future licensing or broader software deployment may become appropriate, our immediate focus is much simpler:
Helping our clients make better site decisions using better decision-support tools.
