Former industrial corridors, automotive properties, dry cleaners, oilfield-related operations, rail-served sites, older commercial buildings, fill material, and rapidly redeveloping neighborhoods can all create environmental questions that affect a transaction.
An Environmental Site Assessment, or ESA, is one of the primary tools used to evaluate those questions before a property is purchased, refinanced, redeveloped, or improved. When done well, an ESA is not just a box to check for a lender. It is a risk-management tool that helps owners, buyers, developers, and lenders understand whether environmental conditions could affect liability, cost, schedule, financing, or future property use.
What Is a Phase I Environmental Site Assessment?
A Phase I ESA is a non-intrusive review of a property’s current and historical use. The objective is to identify recognized environmental conditions, commonly referred to as RECs, that may indicate the presence or likely presence of hazardous substances or petroleum products at the property.
A properly completed Phase I ESA typically includes:
Review of historical aerial photographs, topographic maps, city directories, fire insurance maps, regulatory database records, and other available historical sources;

A former industrial or maintenance facility may require evaluation of metals, petroleum products, solvents, degreasers, waste management areas, hydraulic lifts, clarifiers, sumps, or floor drains.
A redevelopment site with undocumented fill may require evaluation of metals, petroleum hydrocarbons, debris, or other fill-related impacts.
The goal is not to sample everything everywhere. The goal is to answer the right questions with a defensible scope of work.
Why ESAs Matter in Houston-Area Transactions
In the Houston market, environmental due diligence is especially important because land use can change quickly. A property that appears to be a routine commercial tract today may have a history involving industrial operations, agricultural use, oil and gas activity, waste handling, vehicle maintenance, or adjacent releases.
A technically sound ESA can help a buyer or developer:
Understand whether environmental conditions could affect the purchase price or closing schedule;
Evaluate whether additional investigation is needed before acquisition;
Identify issues that may affect construction, soil management, dewatering, or redevelopment;

What Makes a Good ESA Consultant?
A strong ESA consultant should do more than compile database records and boilerplate language. The consultant should be able to interpret the information, explain the practical significance of the findings, and help the client make a technically sound decision.
When selecting an environmental consultant, look for:
Experience with Houston-area geology, land-use history, and common contaminant sources;
Familiarity with ASTM E1527-21, ASTM E1903-19, CERCLA All Appropriate Inquiry, and Texas regulatory programs;
Ability to develop a focused Phase II scope when further investigation is warranted;
Clear communication with buyers, lenders, developers, attorneys, and property owners;
Practical recommendations that distinguish between minor findings and issues that may materially affect the deal.
The best ESA reports are not just technically compliant. They are useful. They help the client understand what was found, why it matters, and what should happen next.
How Much Does an ESA Cost?
ESA costs vary based on property size, site complexity, historical use, location, available records, and the scope required by the client or lender. A Phase I ESA for a straightforward commercial property is typically much less expensive than a Phase II ESA involving drilling, laboratory analysis, groundwater sampling, or vapor assessment.
Phase II costs can vary widely because the scope should be tailored to the specific environmental concern. A limited investigation of one former tank area may be relatively modest. A larger industrial site with multiple potential source areas, groundwater concerns, or redevelopment-driven soil management questions may require a more substantial investigation.
The more important question is not simply “What does the ESA cost?” but “What decision does this ESA need to support?” A well-scoped assessment can often save significant time and money by identifying material issues early and avoiding unnecessary or poorly targeted sampling.
